Öz Bu araştırmada; ülkemizin sahip olduğu doğal kaynakların yönetimine hizmet eden havza yönetiminin kapsamı ve havza planlamasının yöntem ve ilkeleri incelenmiştir. Bu konuların ülkemizdeki gelişmesi tanıtıldıktan sonra, ülkemizde ilk örnek olması bakımından Çakıt Projesi örneğinde havza yönetimi çalışması tanıtılmıştır. Çakıt Projesi’nin, havza yönetimi ilkeleri ışığında doğal ve teknik uygulamaların yanında sosyo-ekonomik sonuçları da dikkate alınarak bundan sonra yapılması planlanan bölümlerine öneri getirmek için bu çalışma yapılmıştır. Literatür araştırması sonucunda havza yönetiminin konusunu oluşturan doğal kaynakların (toprak, su, orman, mera, maden ve fauna) yanında insan faktörünün baz alınması gerektiği ortaya çıkmıştır. Hatta Dünya ülkelerinde uygulanan havza yönetimi çalışmalarının planlamadan uygulamaya kadar insan faktörü temel alınarak halkın katılımı sağlanırken ülkemizde henüz bu konuya gereken önem verilmediği görülmüştür. Doğal kaynakların kullanımı insan içindir. Bu doğal kaynakların rasyonel kullanımı ve devamlılığının sağlanması ise ancak sürdürülebilir kalkınma ile mümkün olabilecektir. Sürdürülebilir kalkınmaya paralel olarak da havza yönetiminin çalışma alanı çok geniş olması nedeniyle bir entegrasyona ihtiyaç vardır. Bunun içinde sürdürülebilir kalkınma, talep yönetimi, sektörel entegrasyon ve kapasite oluşturulması gibi başlıca konulara ayrıntılı ve özel olarak önem verilmesi gerekmektedir. Araştırmanın Çakıt Projesi örneği ile ilgili çalışma sonucunda öncelikle projenin planlama aşamasından itibaren halkın katılımı sağlanmadığı/halkın desteğinin alınmadığı görülmüştür. Ayrıca Çakıt Projesi’nde hem halk hem de Ormancılık kuruluşu çalışmaları için yeterli ekonomik destek devam etmemektedir. Bu nedenlerle halk geçimini sağlamak amacıyla başvurduğu kaynaklarla, uygulama yapılmış proje alanında tahribatlar tekrar başlamıştır. Ormancılık kuruluşu hem uygulaması yapılmış alanların korunması için, hem de uygulama çalışmalarına devam edebilmesi için finansmana ihtiyaç duymaktadır. Araştırmadan elde edilen bu bilgiler ışığında havza alanında yapılacak çalışmalarda insan faktörünün baz alınması, katılımının sağlanması ve havza çalışmaları için bir yasanın çıkarılması gerekmektedir.<br>ABSTRACT In this research framework, of watershed management and methods and principles of watersed planning were investigated. Initially, on overview of these issues were introduced for Turkey, and in the next stage watersed management was discussed using the example of "Çakıt Project" whic is the first watersed management scheme in Turkey. This research was implemented in te light of the principles of te "Çakıt Project" watershed management scheme by considering the socio-economic implications in addition to natural and technical applications in order to develop recommendations for further planned stages of this project. As a result of a review of the literature, it has been shown that plans should take the social and economic effects on the local community into consideration, as well as natural environment (e.g., soil, water, forest, grassland, jeoloji and fauna) which are often the central focus of watershed management. Moreover, watershed management applications in other parts of the world are include human factors in the decision making process and public participation right from planning through to the application stage, owever these factors have not been given sufficient attention in Turkey. Natural resources are for umankind. Rational usage and sustainbility of these natural resources can only be possible with sustainable development. The wide field of interest of watershed management needs to be integrated wit sustainable development. For these purposes, attention should be given to major issues, such as sustainable development, demand management, sectoral integration and capacity creation. As a result of research into the "Çakıt Project" it has been that public participation and support were not provided from the planning stage, right through the development process. Furthermore, financial support for public and forestry departments has not been continuing. As a result of tis local people ave started to destroy the project area, in order to support their livelioods. The forestry department needs to be financed in order to protect the areas wich ave already planted and also to continue the development work. Consequently, tis research as highlighted the need to consider uman factors, provide public participation and to legislate for watershed developments. These recommendations are vital for the development taking place as a result of the "Çakıt Project". |
